Not enough traffic for my website?

I have a website that I am optimizing with SEO techniques. I am trying to attract foreign audience for the site; however, all my attempts so far have failed. I am completely clueless about what should I do to attract visitors for my website. Can anyone suggest me ways of boosting traffic through which I can accomplish desired goal? My website is two months old and currently ranked on the second page of Google. Optimization is still in process yet the traffic isn’t satisfying and hence I want to learn means of boosting traffic.
